Programme coordination.

The Beirut Urban Programme was a citywide public-space programme developed with the Municipality of Beirut through its cooperation with the Région Île-de-France. It combined strategic planning, public-realm studies, mobility, landscape and lighting within one coordinated municipal framework.

The programme combined three strategic planning studies, the Soft Mobility Plan, the Green and Landscape Plan and the Lighting Masterplan, with the operational Soft Link pilot between central Beirut and Horsh Beirut. It also included communication, consultation and municipal capacity-building so that the studies could move from analysis into decision-making and implementation.

The programme was financed at €1.5 million, with 65% from Région Île-de-France, 23% from Agence Française de Développement and 12% from the French Ministry of Foreign Affairs. CGLU-BTVL provided the Lebanese administrative and financial partnership structure.

Chapter 02 · HYRAX Study

Landfill to landscape.

The Bourj Hammoud landfill study is a recent HYRAX-led proposition within the same wider geography. It is an independent study developed to explore how the public dump hill and its surrounding edge could be reframed as a landscape and urban rehabilitation opportunity.

The study is not part of the 2010 to 2015 programme. Its purpose is to support local discussion, municipal and governmental awareness, and the possibility of future consideration, support or funding.

Status

Independent HYRAX study for discussion and awareness. The work is presented as a proposition for the territory, not as an approved municipal or governmental project.
